Sheffield Wednesday Deals with a 'Significant Problem', Says Football Regulator

'We are going to be a part of football's future' - independent football regulator the regulator's chair

The Championship club's ongoing struggles represent a a "significant problem" and the independent regulator is aiming to acquire authority to investigate clubs in comparable cases, the recently named head the regulator has announced.

Through a comprehensive talk, the chairman, who was named to the position this week, showed understanding towards the club's followers.

Kogan met with four supporters' associations representing the football team in recent days.

The Championship side have been struggling on and off the field in this season, with the club failing to pay players on time on five separate occasions, including in September.

"Evidently Wednesday represents a serious issue for football authorities and a significant problem for football," the chairman stated.

"Wednesday stands as one of the great brands for football in England and recently we have met fan representatives.

"We are seeking authority... which will allow us to have Sheffield Wednesday - and other clubs referred to us if they require examination and addressed."

Monetary Issues and Leadership Concerns

Wednesday's embattled owner Dejphon Chansiri indicated in the summer he would be willing to sell up at their home ground, but he has been unable to finalize an agreement with potential new owners.

Missed wage deadlines on time in earlier this year led to sanctions by the league officials in mid-year, preventing the club from carrying out any transfers or loans for the subsequent signing windows, although the ban was rescinded in the end of the transfer window.

Regulator's Perspective

The regulator explained: "Our role exists to serve the supporters of Wednesday, Bury or any football club where fans are dedicated to a local institution that has been part of their lives in numerous instances.

"I have absolute sympathy for the club's situation, as I do for all the clubs that since 1992 have gone to the wall, or approached financial ruin, for causes separate from the followers."

When asked if the regulator could force an chairman to relinquish a club if they are judged inappropriate, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we gather the evidence and understand the situation, we will."

But the chairman emphasized that forcing owners to sell clubs would be considered the final option and the regulator would prefer to cooperate with proprietors.

"The final option we would consider is begin intervening in an particular organization, an particular chairman, without having the opportunity to collaborate with that chairman to fix the challenges confronting the team and the chairman's encountering," the chairman stated.

"However, realistically, when you examine the past of the sport, over the last 20 or 30 years there have been particular chairmen, few in number, but some who have been irresponsible in the way which they've been managing their organizations and finally decline to assume obligation for the long-term prospects."

'Mistakes could erase significant advances'

The chairman convened with delegates from multiple organizations to explain the responsibilities of the authority recently and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the lower divisions to the top flight.

"The role holds considerable importance, because if errors are made, if the sport makes errors, the remarkable development accomplished necessary will vanish rapidly," Kogan said.

"And that's what nobody wants in the realm of domestic football is a huge success story - we must maintain momentum.

"Considerable investment coming into football and has been channeled for the recent generations, because certainty is lacking it will persist in entering the game, which is one of the reasons why I think we have to maintain a focused outlook on potential dangers and naturally, of the next two or three years."

Elite Division Worries

The Premier League opposed the establishment of an oversight body because of fears of a negative impact on the elite division's competitive balance, but the chairman responded: "I fully support the prosperity and expansion as an financial organization of the top division.

"As someone who appreciates the worry about compromising the Premier League as a premium product of the nation. But simultaneously, if you engage with division representatives after the recent gathering, they would have had a significant degree of comfort -and, indeed, they have been advising us privately they have a high level of reassurance."

Ideological Links

Kogan is still facing a "comprehensive investigation" by the official appointments authority after he disclosed making donations to the political party in recent years.

The chairman contributed funds to government minister the politician's campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my former ideological connection [with Labour], and that party membership ceased the day the select committee approved my appointment," the regulator explained.

"I am presently disconnected from any sort of politics."
